The User accounts at each site are managed by the person who has the agency coordinator logon at that site.
When logged in as an agency coordinator, the link to Users will be seen in the lower left.
UserID status can be set from 'pending' (new accounts) or 'Disabled (Strikes)' (that's what happens when the wrong password is used five or six times) to 'Active.' And a temporary password can be assigned. When the user logs in with that temp password they will be prompted to make their own password.
